Jeremiah 27:5
I have made the earth, the man and the beast that are upon the ground, by my great power and by my outstretched arm, and have given it unto whom it seemed meet unto me. I have made the earth, the man and the beast that are upon the ground, by my great power and by my outstretched arm, and have given it unto whom it seemed meet unto me.
It was part of an acted prophetic message meant to awaken Judah to its obligation to God and to encourage friendly relations with Babylon as danger drew near. That transfer of power was punishment for rebellion, specifically for Israel's unrepentant sin. The nations were required to submit to Babylon rather than trust false prophets who promised deliverance. Submission would spare them from harsher punishment, while resistance would bring harsher punishment. That harsher punishment would come through famine, war, and pestilence.
