Jeremiah 31:24
And there shall dwell in Judah itself, and in all the cities thereof together, husbandmen, and they that go forth with flocks. And there shall dwell in Judah itself, and in all the cities thereof together, husbandmen, and they that go forth with flocks.
This verse belongs to the prophecy of Israel's restoration after the captivity. After the captivity Judah itself and all its cities together would again be inhabited. The inhabitants would be husbandmen and those who go forth with flocks, farmers and shepherds living throughout the land. The promise of return was sure, and Jeremiah's prophecies made clear that the desolation of Jerusalem would last seventy years.
The verse presents settled, ordinary life and work throughout the land as part of God's renewal of His people. The restored land would support farming and flocks and ordinary work in its towns. That restoration includes God's promise to renew the people and to satisfy the weary and sorrowful.
