Jeremiah 31:28
And it shall come to pass, that like as I have watched over them, to pluck up, and to break down, and to throw down, and to destroy, and to afflict; so will I watch over them, to build, and to plant, saith the LORD. And it shall come to pass, that like as I have watched over them, to pluck up, and to break down, and to throw down, and to destroy, and to afflict; so will I watch over them, to build, and to plant, saith the LORD.
The promise stands in the record of Israel's restoration given in Jeremiah 30 and 31, which Jeremiah was directed to commit to a book immediately after the exchange of letters between him and the elders held in Babylonian captivity. It declares that with the same watchful care with which God had overseen His people to uproot and to tear down and to overthrow and to destroy and to bring affliction, He would now oversee them to build up and to plant them again. In this symmetry of judgment and mercy the certainty of their return was made sure.
That written record, together with Jeremiah 25, was prayerfully searched out from the books by Daniel in the first year of Darius the Mede, more than sixty years after it had been written. It was then that Daniel discerned from the writings the count of seventy years appointed for the desolations of Jerusalem. Yet at that time he could not see how those seventy years of captivity were related to the twenty-three hundred years that were to pass before the cleansing of the sanctuary.
