Jeremiah 33:13

In the cities of the mountains, in the cities of the vale, and in the cities of the south, and in the land of Benjamin, and in the places about Jerusalem, and in the cities of Judah, shall the flocks pass again under the hands of him that telleth them, saith the LORD.

The word came to Jeremiah a second time while he was still shut up in the court of the prison. It was given in the closing years of Judah's apostasy, when the Chaldean armies came for the third and last time to besiege Jerusalem and hope had fled from every heart. Jeremiah had been imprisoned for predicting utter ruin and insisting on surrender, and he remained kept under close surveillance by those who scorned his messages.

It came in confirmation of deliverance and restoration, as a fresh revelation of Heaven's willingness to forgive and to save, so that the faithful remnant still in the city would not be left in hopeless despair. It promises that the place then desolate without man and without beast, with all its cities, would again become a dwelling of shepherds causing their flocks to lie down, with flocks again passing under the hands of him that counts them in the cities of the mountains, in the cities of the vale, in the cities of the south, in the land of Benjamin, in the places about Jerusalem, and in the cities of Judah. From that day to this it has been an unfailing source of comfort to the church of God.
