Jeremiah 49:8

Flee ye, turn back, dwell deep, O inhabitants of Dedan; for I will bring the calamity of Esau upon him, the time that I will visit him.

Jeremiah 49:8 stands in the closing chapters of Jeremiah, chapters 46 to 51, which set forth prophecies against Egypt, Philistia, Moab, Ammon, Damascus, and above all Babylon. In that closing section ancient Babylon is presented not only as the ancient empire itself but as a type of mystical Babylon. Within those chapters the verse belongs to a prophecy concerning Edom. Edom was one of the powers destined to fall before Nebuchadnezzar.

The verse warns the inhabitants of Dedan to flee, to turn back, and to dwell deep in refuge. That flight and retreat is urged because the calamity of Esau is to be brought upon him. It will come at the appointed time of divine visitation and judgment.
