The verse describes God's judgment on Babylon in its fall. A spoiler comes upon her, even upon Babylon, as an invader entering the city. Her mighty men are taken, captured and overcome so they cannot resist. Every one of their bows is broken, rendering their weapons useless and their power to fight void.
The Lord acts in this as the God of recompences who shall surely repay and requite Babylon. That repayment is for Babylon's oppression and captivity of Israel and Judah. The judgment gives rest to the land while bringing trouble upon Babylon's inhabitants.
