Jeremiah 51:9

We would have healed Babylon, but she is not healed: forsake her, and let us go every one into his own country: for her judgment reacheth unto heaven, and is lifted up even to the skies.

God worked through many acts of providence to heal Babylon by leading its people to reverence His law. That healing was the purpose behind His dealings with the nation, to turn its heart toward obedience. Babylon remained unhealed because the perversity of the human heart resisted that work. Its guilt filled up its appointed measure, so that its judgment reached to heaven and the impending evil could no longer be restrained. God therefore spoke an irrevocable sentence that Belshazzar would fall and the kingdom would be given to another power.
