Jeremiah 6:10

To whom shall I speak, and give warning, that they may hear? behold, their ear is uncircumcised, and they cannot hearken: behold, the word of the LORD is unto them a reproach; they have no delight in it.

The question is to whom warning can be spoken so that it will be heard, because the ear is uncircumcised, meaning closed and spiritually closed to God's word. The people are unwilling and unable to heed, so that they cannot and will not listen. The word of the Lord has become a reproach to them, and they treat it as shameful, insulting and offensive, with no delight or pleasure in it. They make it a joke and a byword rather than honoring it.

This is a people unwilling to heed truth, among leaders and people who are covetous and false. They deny their wrongdoing, reject the good way, and refuse the watchmen's warning. Their rejection of the word accompanies the judgment described in the surrounding verses, and their refusal leads to that judgment. Rejecting God's word in this way makes people unreceptive to correction.

Yet there remains hope that those who hear the truth and repent can be cleansed and given a new heart and spirit. The warning applies to those entrusted with sacred responsibilities who have been deceived and are not standing with present truth. When the Lord's word is treated as a reproach and a joke, those who reject it cannot be trusted as safe counselors.
