Job 12:15

Behold, he withholdeth the waters, and they dry up: also he sendeth them out, and they overturn the earth.

The book that holds this verse is largely poetic in form. It belongs to an early time, likely composed before the Exodus. Its story is true history of an actual man, given to teach a lesson.

God exercises sovereign control over the waters. When He withholds them they dry up, and when He sends them out they flood and overturn the land.
