Job 34:16

If now thou hast understanding, hear this: hearken to the voice of my words.

Job 34:16 is part of Elihu's continued, instructive speech of argument and reproof addressed to Job.
Elihu is a younger man who steps in after the dispute between Job and his friends has closed, thinking his superior wisdom will correct Job.
He proceeds in about the same line as Job's friends.
No answer is made to him.

His instructive discourses are placed in chapters 32-36.
His speeches and argument are placed in chapters 32-37.
In that reckoning his argument is the third of five parts of the book of Job: the narrative of Job's uprightness, trial, and patience in chapters 1-2; the colloquies between Job and his three friends on the cause and object of human suffering in chapters 3-31; Elihu's argument in chapters 32-37; the address of God with Job's confession and penitence; and the close of the narrative in chapter 42:7-17.
