Job 37:12

And it is turned round about by his counsels: that they may do whatsoever he commandeth them upon the face of the world in the earth.

The turning of the clouds is directed by divine counsel so that they carry out whatever is commanded them over the face of the world in the earth. That guidance embraces the lightning together with the clouds, steering both to fulfill the divine commands throughout the inhabited world. It embraces the forces of nature as well as the clouds, all moving according to that counsel to perform what is commanded.

The directing of the clouds serves distinct purposes, whether for correction, for the good of the land, or as an act of loving-kindness. In this the workings of nature stand governed by wisdom and power. Such government displays authority over creation and gives reason for fear and reverence. The surrounding declarations set forth these works of nature as wonders revealing power, justice, and majesty, while showing that human beings cannot fully comprehend them.
