Job 37:23
Touching the Almighty, we cannot find him out: he is excellent in power, and in judgment, and in plenty of justice: he will not afflict. Touching the Almighty, we cannot find him out: he is excellent in power, and in judgment, and in plenty of justice: he will not afflict.
Touching the Almighty, He cannot be fully found out, comprehended, or understood by humans. He is excellent, perfect, and supreme in power, in judgment, and in plenty of justice and righteousness, all beyond human understanding. His works display His greatness, yet He Himself remains beyond full comprehension.
He will not afflict. That means He will not afflict or act unjustly, and does not afflict unjustly. His greatness, holiness, and awe-inspiring majesty call people to fear and reverence Him. That reverence means not presuming to treat as common what He has declared sacred.
