Joel 1:13

Gird yourselves, and lament, ye priests: howl, ye ministers of the altar: come, lie all night in sackcloth, ye ministers of my God: for the meat offering and the drink offering is withholden from the house of your God.

The call is directed to the priests and ministers of God to gird themselves, lament and howl, and to come and lie all night in sackcloth. The reason given for that mourning is that the grain offering and the drink offering have been stopped and withheld from the house of God. The wider setting of Joel 1:11-20 is a prophecy describing the condition of the world just before the second coming. That pre-advent condition is one of widespread iniquity and of turning away from God's law and government.
