Joel 1:20

The beasts of the field cry also unto thee: for the rivers of waters are dried up, and the fire hath devoured the pastures of the wilderness.

The verse prophesies the state of the world just before the second coming of the Lord. More specifically, it describes the devastation of the earth under the final plagues, the severe and devastating judgments that immediately precede the final deliverance of God's people.

In that time the rivers of waters are dried up and fire devours the pastures of the wilderness, bringing drought and scorching heat with failure of crops. The beasts of the field cry out in distress for lack of water and food, showing the suffering of living creatures and of the earth itself under those judgments.
