Joshua 10:40

So Joshua smote all the country of the hills, and of the south, and of the vale, and of the springs, and all their kings: he left none remaining, but utterly destroyed all that breathed, as the LORD God of Israel commanded.

The verse describes the conquest of Southern Canaan following the victory at Beth-horon, when Joshua took its kings and their land at one time because the Lord fought for Israel. It states that he struck the hill country and the south and the lowlands and the springs, defeating all their kings and leaving none remaining. It means that he utterly destroyed all that breathed in those places, as the Lord God of Israel had commanded. After this campaign Joshua and all Israel returned to the camp at Gilgal. Sparing the Gibeonites did not violate this command, because they had renounced idolatry and accepted the worship of Jehovah, while the command was to destroy the idolatrous Canaanites.
