Joshua 11:13

But as for the cities that stood still in their strength, Israel burned none of them, save Hazor only; that did Joshua burn.

Israel left unburned all the Canaanite cities that continued to stand in their strength as fortified strongholds. Hazor alone formed the exception, and that city Joshua himself set on fire and burned. Hazor was the central stronghold and head of the northern confederacy of Canaanite powers. Its burning came after Israel met and defeated the combined allied forces gathered under its leadership.
