Joshua 15:11

And the border went out unto the side of Ekron northward: and the border was drawn to Shicron, and passed along to mount Baalah, and went out unto Jabneel; and the goings out of the border were at the sea.

The northern boundary of Judah's allotment ran out past Ekron on the north, and Ekron is counted among the cities in the territory allotted to Judah. The verse belongs to the account of the division, distribution, and settling of Canaan, the Promised Land, among the tribes of Israel. That account of distribution is found in Joshua 13-22. The distribution rested on written documents that accurately described property boundaries.

Within Joshua the verse comes after the lesson of Achan's sin and its fearful consequences, in the part dealing with conquering the Canaanites as well as dividing the land. The section containing the verse shows Israel's lack of faith and slowness. The section ends with the assurance that God wrought all He had promised and none of His good word failed.
