Joshua 16:9

And the separate cities for the children of Ephraim were among the inheritance of the children of Manasseh, all the cities with their villages.

Some towns with their surrounding villages belonging to Ephraim were situated within the inheritance allotted to Manasseh. This detail forms part of the written geographical account of how Canaan was divided among the tribes. More fully, it belongs to the division and settling of Canaan, the Promised Land, among the tribes in Joshua 11-21. That larger section displays Israel's lack of faith and slowness in settling. Yet it closes with the assurance that God wrought all He had promised and none of His good word failed.
