Israel gathered at Shiloh for the work described in this verse, after the tabernacle had been removed from Gilgal and set up there. Shiloh stood near the center of the land, so that all the tribes could readily come to it. It lay within territory already subdued, where those who came to worship would not be harassed by enemies. The tribes that were still encamped at Shiloh continued there until they broke up to occupy the inheritances Joshua apportioned to them.
