Joshua 18:13 belongs to that portion of Joshua concerned with the conquering of the Canaanites and the dividing and settling of the Promised Land among the tribes. Within that division it belongs to the account of Benjamin's inheritance in Canaan. That inheritance adjoined Judah's territory, and Jerusalem itself lay within Benjamin's territory.
The division of the land comes after the lesson of Achan's sin and its consequences. The chapters surrounding it point to Israel's lack of faith and slowness in taking possession. The account closes with the assurance that God had fulfilled all that He had promised.
