Joshua 18:21 belongs to the account of the conquering of the Canaanites and Joshua's dividing of the land among Israel. More specifically it stands in Joshua 13-22, the account of the distribution of the land among the tribes that accurately describes tribal property from written records. It lists Jericho, Beth-hoglah, and the valley of Keziz as cities of the tribe of the children of Benjamin according to their families. Benjamin's territory lay within the large portion allotted to Judah and adjoined Judah's territory, and Jerusalem was also in Benjamin's territory.
The list itself is given without specific explanation of the towns, but Jericho is connected with Israel's conquest. Its walls were brought down by God's invisible army, while Israel's failure to trust God led to defeat at Ai. The book containing the verse is the first of the twelve historical books recording the history of the chosen people from their first occupation of Canaan as a nation to the return from the captivity. It is named for its leading character Joshua and was partly written by him, with its first twelve chapters bearing the marks of an eyewitness who took part in the events.
