Joshua 18:28
And Zelah, Eleph, and Jebusi, which is Jerusalem, Gibeath, and Kirjath; fourteen cities with their villages. This is the inheritance of the children of Benjamin according to their families. Joshua 18:28 belongs to the record of Joshua dividing and settling the Promised Land among the tribes of Israel, listing towns and villages included in Benjamin's inheritance allotted according to its families. That division took place amid the tribes' lack of faith and slowness. The verse completes the boundary list by numbering fourteen cities with their villages, including Zelah, Eleph, and Jebusi which is Jerusalem, Gibeath, and Kirjath. The inheritance it describes lay within the large portion allotted to Judah and adjoined Judah. Thus at the division of Canaan it placed Jerusalem, then called Jebus, inside Benjamin's territory.
That allotment contrasts with Jerusalem's later association with Judah, a transfer that is difficult to explain and may have followed Judah's conquest of the city from the Jebusites. Afterward, at the division of the kingdom, Benjamin's territory was given with Judah to David when the ten tribes were given to Jeroboam, and Judah and Benjamin remained parts of one kingdom. Families kept their tribal genealogy until all tribal identity was gone when the Jews were scattered at the destruction of the nation. The account of division as a whole ends with the assurance that God fulfilled all He had promised.
