Joshua 18:3

And Joshua said unto the children of Israel, How long are ye slack to go to possess the land, which the LORD God of your fathers hath given you?

Joshua's rebuke, "How long are ye slack," was spoken in connection with moving the tabernacle from Gilgal to Shiloh. Gilgal had until then been the headquarters of the nation and the seat of the tabernacle. Shiloh was chosen as its permanent location.

Shiloh was a little town in the lot of Ephraim. It was near the center of the land and easy of access to all the tribes. It lay in a portion of country that had been thoroughly subdued, so that worshipers would not be molested. The whole congregation of Israel assembled at Shiloh and set up the tabernacle of the congregation there. The tribes that were still encamped when it was removed from Gilgal followed it and pitched near Shiloh until they dispersed to their possessions.

The ark remained at Shiloh for three hundred years. Because of the sins of Eli's house it at last fell into the hands of the Philistines, and Shiloh was ruined. The ark never returned to Shiloh, and the sanctuary service was finally transferred to the temple at Jerusalem. Shiloh sank into insignificance, with only ruins to mark the spot where it had stood. Long afterward its fate was made a warning to Jerusalem.
