Joshua 19:23

This is the inheritance of the tribe of the children of Issachar according to their families, the cities and their villages.

This is the inheritance of the tribe of Issachar according to its families, namely the cities and their villages assigned to it. The division described in the chapter was made by lot, which in human speech is called chance, hazard, and fortune, but in strictness is the determination of providence. Lot denotes that by which fate or portion is determined, the part, division, or fate falling to one by divine determination, while to lot means to allot, assign, distribute, sort, catalogue, and portion. Issachar's allotted territory lay within Galilee. The tribe did not fully possess its allotted land but settled among the Canaanites, at times making them tributary.
