Joshua 21:10

Which the children of Aaron, being of the families of the Kohathites, who were of the children of Levi, had: for theirs was the first lot.

The opening allotment went to the descendants of Aaron, who belonged to the Kohathite families within the tribe of Levi. Unlike the other tribes, the Levites received no single territorial inheritance of their own, but were instead assigned forty-eight cities dispersed throughout the whole land. What had first been pronounced as a curse of scattering upon Levi was transformed into a blessing, for the tribe's loyalty to God secured its appointment to the service of the sanctuary.
