Joshua 21:32

And out of the tribe of Naphtali, Kedesh in Galilee with her suburbs, to be a city of refuge for the slayer; and Hammoth-dor with her suburbs, and Kartan with her suburbs; three cities.

Out of Naphtali three cities were set apart for the Levites: Kedesh in Galilee with its suburbs as a city of refuge for the slayer, together with Hammoth-dor with its suburbs and Kartan with its suburbs. These three formed Naphtali's share of the forty-eight cities scattered throughout Israel, which Levi received instead of one single tribal inheritance. Levi's scattering in this manner became a blessing, because the tribe's faithfulness to God secured for it service connected with the sanctuary.
