Joshua 21:4
And the lot came out for the families of the Kohathites: and the children of Aaron the priest, which were of the Levites, had by lot out of the tribe of Judah, and out of the tribe of Simeon, and out of the tribe of Benjamin, thirteen cities.
Levi was given no separate tribal territory as an inheritance, but instead received forty-eight cities dispersed throughout the land among the other tribes. Joshua 21:1-42 records this distribution, of which the allotment of thirteen cities to the Aaronic Kohathites from Judah, Simeon, and Benjamin is a part. This scattering fulfilled what had been foretold for Levi, that the tribe would be divided and scattered in Israel. Because Levi remained loyal to God when the other tribes apostatized, the curse pronounced upon Levi was turned into a blessing through appointment to the sacred service of the sanctuary.
