Joshua 21:6

And the children of Gershon had by lot out of the families of the tribe of Issachar, and out of the tribe of Asher, and out of the tribe of Naphtali, and out of the half tribe of Manasseh in Bashan, thirteen cities.

Joshua 21:6 belongs to the settlement in which Levi received no separate tribal territory but forty-eight cities scattered throughout Israel. Within that distribution the thirteen cities of Gershon were taken by lot from Issachar, Asher, Naphtali, and the half-tribe of Manasseh in Bashan. This scattering of Levi among the other tribes fulfilled the prediction that Levi would be divided and scattered among the descendants of Jacob. Because Levi remained faithful to God when the other tribes apostatized, it was given service at the sanctuary, so the curse of scattering was changed into a blessing.
