Joshua 5:2

At that time the LORD said unto Joshua, Make thee sharp knives, and circumcise again the children of Israel the second time.

After Israel passed over the swollen Jordan on dry land into the promised land of Canaan, the Lord directed Joshua to circumcise the children of Israel again and renew circumcision. The miraculous crossing melted the hearts of the kings of the Amorites and Canaanites with fear, after Israel had slain two of the kings of Moab. The circumcision took place at Gilgal, Israel's first encampment in the promised land. Those circumcised were the generation born during the wilderness years, who had not been circumcised before.

The act renewed and restored the covenant sign and recognized God's covenant. By this God rolled away the reproach of Egypt, which was the heathen reproach against the Lord and His people that He was not able to lead them into Canaan because they had wandered so long in the wilderness instead of possessing the land soon after leaving Egypt. Now that they had passed over Jordan on dry land their enemies could no longer reproach them.

It occurred immediately after the passage of the Jordan and before Israel kept the Passover in the plains of Jericho at Jericho, their first Passover there after the wilderness wanderings, and before they prepared to possess the land. It was also before the appearance of the Captain of the Lord's host, and before the overthrow of Jericho. Together with those mighty manifestations of God's power and most direct and solemn warnings, the renewed covenant gave solemn weight to the command prohibiting Israel from partaking of the spoils of Jericho, so that Achan's sin was defiance in the face of the renewed covenant.
