And the men took of their victuals, and asked not counsel at the mouth of the LORD.
The Gibeonites were a people who turned away from heathenism and united with Israel, thereby coming to share in the blessings of God's covenant. In the account to which this verse belongs, Israel's leaders failed to ask counsel at the mouth of the Lord. In that failure they relied on what the Gibeonites looked like and what they claimed about themselves. In that same failure they took and partook of the Gibeonites' provisions.
That failure led Israel to enter a treaty it would not have entered had it known the truth about who they were. That unwise treaty with the Gibeonites was concluded at Gilgal. This neglect to seek counsel from God brought punishment upon Israel.
