Judges 1:13

And Othniel the son of Kenaz, Caleb’s younger brother, took it: and he gave him Achsah his daughter to wife.

Judges 1:13 stands in the first three chapters of Judges, which form the book's introduction and come sometime after the death of Joshua. That introduction shows that not all the country had been possessed. It shows Israel's failure to carry out God's instructions, their consequent captivity, and the help that came through judges whom the Lord raised up.

The judges were leaders of the government of Israel, raised up in crises as defenders of the cause to contend for the independence of the people and also to judge in administering the law, and called saviours. The chronology of their period is difficult to compute because some judges were contemporaneous, some were only local, and there were uncounted gaps between them. The book was written at least as late as the time of Samuel or when Saul was king, probably by Samuel.
