Judges 1:16

And the children of the Kenite, Moses’ father in law, went up out of the city of palm trees with the children of Judah into the wilderness of Judah, which lieth in the south of Arad; and they went and dwelt among the people.

Judges 1:16 stands in the introduction to the book of Judges, comprising chapters 1 and 2 and chapter 3 verses 1-6, which shows that not all of the country had been possessed. It belongs to the opening of a new period in Israel's history, after the people had been enslaved and oppressed and were now free to shape their national life through their choices. The opening chapters where it stands show the failure of Israel to carry out the instructions God gave, their consequent captivity, and the help that came to them through the judges, or saviours, whom the Lord raised up in their behalf. The verse shows that Moses succeeded in persuading Hobab to go with Israel, for the children of the Kenite, Moses' father-in-law, went up out of the city of palm trees with the children of Judah into the wilderness of Judah south of Arad and dwelt among the people. The Kenites named in it are the forefathers of the house of Rechab, from whom Rechab the father of the Rechabites and later Jehonadab the son of Rechab descended.
