Neither did Ephraim drive out the Canaanites that dwelt in Gezer; but the Canaanites dwelt in Gezer among them.
Ephraim failed to drive out the Canaanites dwelling in Gezer, so that instead of being expelled they remained living among Ephraim in its territory. This was part of a wider failure described in Judges 1:27-36, in which Israel did not fully carry out God's command to dispossess the Canaanites. The sparing of these peoples was a compromise made for convenience and advantage rather than obedience. Those who were left in the land became a snare and a hindrance to Israel, and by this course Israel failed to fulfill God's purpose for the land and its inhabitants.
