Judges 1:31

Neither did Asher drive out the inhabitants of Accho, nor the inhabitants of Zidon, nor of Ahlab, nor of Achzib, nor of Helbah, nor of Aphik, nor of Rehob:

God had given the land to Israel with the charge to dispossess its corrupt and idolatrous inhabitants, and with His promise of victory if they obeyed. Asher did not drive out the people of the towns and districts assigned to it — Accho and Zidon and Ahlab and Achzib and Helbah and Aphik and Rehob — but carried out the command only in part. That half-measure came from choosing what was convenient and less costly rather than full obedience. By leaving those peoples in place Israel kept among them those who became snares and thorns to them, and hindered the work God meant to accomplish through His people.
