Judges 1:33

Neither did Naphtali drive out the inhabitants of Beth-shemesh, nor the inhabitants of Beth-anath; but he dwelt among the Canaanites, the inhabitants of the land: nevertheless the inhabitants of Beth-shemesh and of Beth-anath became tributaries unto them.

Naphtali did not drive out the inhabitants of Beth-shemesh nor the inhabitants of Beth-anath, but dwelt among the Canaanites who inhabited the land. This was part of a wider pattern in Judges 1:27-36 in which Israel did not fully dispossess the inhabitants of the land God had given them. Instead of completing the appointed removal, Israel allowed those peoples to remain and to live among them. That failure to follow God's direction left the work unfinished and frustrated His purpose for the land and its people.
