While Israel dwelt in Heshbon and her towns, and in Aroer and her towns, and in all the cities that be along by the coasts of Arnon, three hundred years? why therefore did ye not recover them within that time? The verse stands within the record of Jephthah's war against the Ammonites. That war followed eighteen years in which Israel had suffered under Ammonite oppression. In the conflict Jephthah broke their power and brought that oppression to an end.
