Judges 13:11

And Manoah arose, and went after his wife, and came to the man, and said unto him, Art thou the man that spakest unto the woman? And he said, I am.

Manoah arose and went after his wife to the man, asked whether he was the man who had spoken to the woman, and received the affirmation that he was. The one so met was no mere man but a divine, angelic messenger, one of the angels through whom God communicates with human beings. Before this meeting his wife had described the visitor and repeated his message that she would bear a son through whom God would begin to deliver Israel. Manoah had prayed for the man of God to return to teach them what to do for the child to be born, fearful of making some mistake in the important work entrusted to them, so his coming was an anxious seeking for instruction on how to order the child and what to do unto him.

Together Manoah and his wife thus sought and received instruction on how to raise the promised unborn child and regulate his habits so that he would be prepared for the work God had for him. The answer to Manoah's question about how they should order the child was a repetition of the instruction about the mother's conduct. That instruction gave repeated, explicit directions that she abstain from wine and strong drink and unclean food, showing that God regards the mother's habits before birth and during pregnancy as important to the child's welfare and as part of guiding the upbringing in temperate habits.

From the very outset of life God had designed Samson to accomplish a great work for Israel. Therefore He surrounded him from birth with the most favorable conditions for physical strength, intellectual vigor, and moral purity. This fitting was to prepare him for great responsibility, honor, and usefulness.
