Judges 13:23

But his wife said unto him, If the LORD were pleased to kill us, he would not have received a burnt offering and a meat offering at our hands, neither would he have shewed us all these things, nor would as at this time have told us such things as these.

The verse belongs to the account of the Angel of Jehovah appearing at Zorah to the childless wife of Manoah of Dan, then appearing again to both parents in answer to Manoah's prayer about what to do for the child. God promised through that appearance a son through whom He would begin to deliver Israel from the Philistines, designing Samson to accomplish a great work for Israel and calling him to a position of responsibility and usefulness. The mother was strictly charged to drink no wine or strong drink and to eat nothing unclean, and the child was to be a Nazarite from birth with uncut hair. At the second appearance the temperance requirement for the mother was repeated.

In the verse itself, the wife reassures Manoah that God's acceptance of their burnt offering and grain offering meant He did not intend to kill them. His showing them these things and telling them His purpose likewise meant He did not intend to kill them. The record to which the verse belongs shows that God employs angels to communicate with human beings.
