Judges 19:10

But the man would not tarry that night, but he rose up and departed, and came over against Jebus, which is Jerusalem; and there were with him two asses saddled, his concubine also was with him.

Judges 19:10 stands in the closing chapters of Judges, chapters 17 to 21. Those closing events took place in the early part of the period of the judges, while the main narrative of the book ends with chapter 16. In chronological order, that closing section comes before chapters 11 to 16.

The verse belongs to the account of the crime at Gibeah, which records grievous and fearful backsliding by Israel that led to disgrace and punishment. It reflects a time of grave moral disorder when people did what they themselves thought right, with the events of chapters 18 and 19 revealing immorality almost unequaled except by Sodom. Those closing chapters depict internal conflict, violent lawlessness, and bloodshed. The backsliding shown in the verse gives no reason to suppose that such conduct escapes consequences.
