Judges 21:13

And the whole congregation sent some to speak to the children of Benjamin that were in the rock Rimmon, and to call peaceably unto them.

Judges 21:13 stands in Judges 17 to 21, the concluding section of the book. That placement does not put it at the end of the judges period in time, for the main story of the book ends with chapter 16, and chapters 17-21 record events that occurred in the early part of the history of the judges. Within that closing section the verse belongs to the account of the crime at Gibeah, with which the tribe of Benjamin identified itself.

Those chapters are pitiful records of backsliding and consequent disgrace and punishment, in which conventional hospitality is put above female virtue and clannish loyalty to a tribe is put above rendering justice. That same condition is still seen today, and there is never excuse for sin. As the book's concluding account, this portion presents Israel's deeply troubled conditions and partial deliverance through God's mercy.
