Judges 21:6
And the children of Israel repented them for Benjamin their brother, and said, There is one tribe cut off from Israel this day. And the children of Israel repented them for Benjamin their brother, and said, There is one tribe cut off from Israel this day.
The verse belongs to Judges 17 to 21, the closing chapters that follow the main story ending with chapter 16. Those chapters record events that occurred in the early part of the history of the judges, though they are placed at the end of the book. Within that section the verse belongs to the account of the crime at Gibeah and the whole tribe of Benjamin's identification with those who committed it.
The verse records Israel's grief over Benjamin, their brother and fellow tribe, as cut off after the conflict had nearly wiped it out. It shows the backsliding and low, tragic condition of Israel that brings disgrace and punishment.
That history puts loyalty to a tribe above rendering justice and conventional hospitality above female virtue. The same misplaced priorities are seen today, yet Israel's backsliding never excuses sin or gives permission to backslide with impunity.
