Judges 21:8

And they said, What one is there of the tribes of Israel that came not up to Mizpeh to the LORD? And, behold, there came none to the camp from Jabesh-gilead to the assembly.

Judges 21:8 stands in the closing chapters, chapters 17-21, the final section of Judges. The events in this section occurred in the early part of the history of the judges, while the main narrative of the book ends with chapter 16. The final section records the crime at Gibeah and the tribe of Benjamin's identification with the people of Gibeah.

The passage records Israel's backsliding and its consequent disgrace and punishment, showing how low Israel had fallen before Samuel was called as a prophet. In this decline, conventional hospitality was put above female virtue and loyalty to a tribe was put above rendering justice.

This backsliding gives no excuse or leave to sin with impunity. The same sin is still seen today.
