Judges 3:10

And the Spirit of the LORD came upon him, and he judged Israel, and went out to war: and the LORD delivered Chushan-rishathaim king of Mesopotamia into his hand; and his hand prevailed against Chushan-rishathaim.

Israel had forgotten God in prosperity and turned to serving idols, and as a consequence was subdued by the king of Mesopotamia for eight years. When their idolatrous connections proved helpless in that oppression, they remembered God's wonderful works and cried to Him in distress, and this verse records God's answer to that cry. He raised up Othniel, Caleb's younger brother, as deliverer and put His Spirit upon him to fit him to judge Israel and to go out to war.

Othniel accepted the responsibility God designated for him and, in God's strength, at once repressed idolatry, administered justice, and elevated morality and religion. As Israel repented, God showed great mercy and worked their deliverance by delivering Chushan-rishathaim king of Mesopotamia into Othniel's hand, so that his hand prevailed against him. That victory brought forty years of rule by Othniel in which the people stayed faithful to the divine law and enjoyed peace and prosperity until his death, when they relapsed into idolatry.
