Judges 8:6

The leaders of Succoth withheld provisions when Gideon requested bread for his men. His force was exhausted from battle and pursuit yet still moving forward in the campaign. Their question turned on whether Zebah and Zalmunna had already been captured. Because those kings were not yet securely in his power, the princes refused to feed his army.
