Lamentations 3:38

Out of the mouth of the most High proceedeth not evil and good?

The mention of the mouth of the Most High means that He has a mouth and speaks, and this proves that God is a personal being. Both good and evil proceed out of His mouth, so calamity and adversity as well as good come under His authority and control. No event comes to pass apart from the command of the Lord, and this includes judgment as well as blessing.

Grouped with other texts in which God is shown bringing calamity or judgment, the verse stands as apparent evidence for the claim that God is the author of evil. The same sovereignty that governs good and adversity also upholds the universality of His government, rejecting the idea that His law can be set aside for one group of people while remaining binding upon another.
