Leviticus 13:4

If the bright spot be white in the skin of his flesh, and in sight be not deeper than the skin, and the hair thereof be not turned white; then the priest shall shut up him that hath the plague seven days:

The verse belongs to the law governing a suspected case of leprosy, under which the sufferer had to be brought for examination by the priests. It was the priests who decided whether the person was unclean. Anyone pronounced a leper was separated from family and from the congregation of Israel and was confined to live with others afflicted with the disease.
