Leviticus 17:8
And thou shalt say unto them, Whatsoever man there be of the house of Israel, or of the strangers which sojourn among you, that offereth a burnt offering or sacrifice, And thou shalt say unto them, Whatsoever man there be of the house of Israel, or of the strangers which sojourn among you, that offereth a burnt offering or sacrifice,
The command lays its requirement on every Israelite and on every foreigner living among them alike. Burnt offerings and sacrifices must be brought to the tabernacle, and may not be offered upon another altar. An unauthorized altar could draw people away from the prescribed worship, and thereby bring guilt and judgment upon Israel.
