Leviticus 19:20

And whosoever lieth carnally with a woman, that is a bondmaid, betrothed to an husband, and not at all redeemed, nor freedom given her; she shall be scourged; they shall not be put to death, because she was not free.

The instruction in Leviticus 19 was given less than a year after the departure from Egypt. It was spoken while Israel was still at Sinai before leaving that place. It was therefore not a new law first introduced nearly forty years later in Deuteronomy. It stands among the laws appointed for the government of Israel, which include the Sabbath, and those governing laws are ethical in character rather than ceremonial.
