Leviticus 2:11

No meat offering, which ye shall bring unto the LORD, shall be made with leaven: for ye shall burn no leaven, nor any honey, in any offering of the LORD made by fire.

The meat offering is an offering of flour and oil brought unto the Lord. The word meat in the term means food in general and not animal flesh, since the Jewish meat-offerings set forth in Leviticus 2 were made of flour and oil. No such meat offering was to be made with leaven. No leaven and no honey at all was to be burned in any offering of the Lord made by fire.
