Leviticus 22:10

There shall no stranger eat of the holy thing: a sojourner of the priest, or an hired servant, shall not eat of the holy thing.

No outsider was allowed to eat of the holy thing, so that even a foreigner residing with the priest and a hired servant were barred from it, leaving it reserved to the priest and those permitted to share with him. The holy bread in view is holy food belonging to the sanctuary service. That bread was not offered in the most holy place and had no association with it.
